A gag is a statement.  Yes, there could be a purely practical reason for gagging a woman...to keep her from being heard by a potential rescuer.  However, there is always a psychological reason for gagging a woman.  Preventing communication is the ultimate form of domination short of anything overtly sexual, at least for me.  It says that the captor doesn't care what she is thinking and that she has no say in her fate.  That for me is more powerful than just having her hands and feet tied, although that is necessary to keep the gag in her mouth in most cases.
